This addendum contains new learning objectives and content in refrigeration safety based on the recommendations made by Technical Safety British Columbia (TSBC) in its investigation reports of the October 2017 ammonia leak. The report examines two ammonia leaks, one occurring at the Fernie Memorial Arena in Fernie, BC, which resulted in the deaths of three people, and the other in October 2018 at a pet food manufacturing plant in Langley, BC, which prompted an extensive evacuation of the area. As this information is critical to operator safety, IPECC, SOPEEC, and PanGlobal Training Systems are making it available to learners immediately at no additional cost. In addition, this material will also be published in the forthcoming editions of Power Engineering Fourth Class, Power Engineering Fifth Class, and Refrigeration Plant Operator.
The new content of this addendum emphasizes the testing of secondary refrigeration systems, safe operation of ammonia refrigeration systems, and maintenance of refrigeration equipment. Some content may be familiar from the courses mentioned above, and the TSBC investigations suggest that it is worth repeating if this content will contribute to keeping all Power Engineers and operators safe.
In 2017, the Standardization of Power Engineers Examination Committee implemented a new syllabus for Fourth Class Power Engineering examinations (our Fourth Class Edition 3). To support students studying under the existing syllabus (our 4th Class Edition 2.5) many provincial safety authorities continued to conduct examinations with a sunset date of December 2019.
PanGlobal has supported this transition period by making the 4th Class Edition 2.5 eBooks available for purchase at a discounted rate. As of December 31, 2019, the 4th Class Edition 2.5 material will be fully discontinued and no longer be available for purchase from PanGlobal in any format.
Customers who have purchased 4th Class Edition 2.5 Parts of the full Set in eBook format will continue to be able to reference their purchased eBooks. This support will remain in place for the lifetime of our current eBook platform. Purchase options may be viewed through our eBook store.
For the convenience of all Learners, the Workbook Final Answers of calculation type questions will be available online using the LMS (MyPower) User ID & Password found inside the front cover of Unit 1 from the Fourth Class Textbook (Ed. 3) Part A Set.
Final Answers for the Fourth Class Workbook (Ed. 3) Part B calculation problems will be added in the same fashion to the Part B Textbook LMS once all materials are distributed in mid-December 2017.
Access to Full Workbook Solutions for Part A will be made available ONLY to Instructors in an unprintable Flashbook Format. Part B Solutions will be posted to the same location shortly.

Although we previously offered a split shipment option, most Educational Institutions are unable to receive individual items that were included as part of a Purchase Order submission. 2017 Instructor Edition orders of Fourth Class Textbook (Ed. 3) did not previously include a print copy of the Preparatory Math Topics book. The Building Environmental Systems and Control unit has been revised to reduce duplication of Learning Material content. Topics from Heating Systems and Air Conditioning (in Edition 2.5) have been amalgamated into this new unit.
The Heating, Ventilating, and Air Conditioning (HVAC) has been revised to reduce duplication of Learning Material content. Topics from Heating Systems (in Edition 2.5) have been amalgamated into this new HVAC unit.

The existing Learning Material content from Edition 2.5 has been updated and re-organized. The term Sanitary Drainage has been replaced with Plant Drainage throughout the unit. Content on Hot Water Heaters has been moved from the Drainage chapter into the chapter on Water Supply.
The Learning Material content for Prime Movers has been updated. Out-of-date content has been removed and historical information reduced in size, in an effort to streamline the new Learning Material content.
